The Secretary of State (SOS), Management Services Division is recruiting to fill a permanent, full-time, Analyst II position to work in the Safe at Home program, a program that allows victims of domestic violence, human trafficking, child abduction, stalking, sexual assault, elder/dependent adult abuse, and their household members and minor children to utilize a confidential address forwarding service to maintain their safety and privacy. The program also serves reproductive and gender-affirming health care providers, employees, volunteers and patients, and public entity employees and contractors who are in fear for their safety. This position is located in downtown Sacramento near a Light Rail stop. There are several restaurants within walking distance of the office.

Under direct supervision of the Safe at Home Program and Partnerships Unit Manager (Supervisor I), the incumbent performs a variety of analytical assignments requiring a high degree of initiative, problem solving, and accuracy to complete assignments. This position will serve as the subject matter expert on the implementation of Assembly Bill 82, which expands the Safe at Home program eligibility to include those providing and receiving gender-affirming health care. As the subject matter expert, this position will develop, effectuate, and update as needed, applications, policies, procedures, and forms, and process submitted applications, renewals, and disenrollment. In addition, this position will: serve as an Enrolling Agency Training Coordinator to enrolling agencies by providing regular training, leading monthly peer-to-peer learning forums, responding in a timely manner to telephone and email messages, and fulfilling requests for enrollment materials; develop and recommend effective strategies to prospect for and designate new enrolling agencies that are best qualified to assist gender health care providers, employees, volunteers, and patients for the Safe at Home program; and participate in the call center as a customer support representative to answer questions about the Safe at Home program and services.

• Experience working with populations afflicted by life events and ability to empathize.
• Demonstrated tact, resourcefulness, and diplomacy when working with stakeholders, maintaining a high level of professionalism.
• Ability to establish and maintain effective working relationships with staff, participants, community-based organizations, local government agencies, and statewide organizations/agencies.
• Ability to protect and safeguard personal and confidential information.
• Ability to multi-task and manage multiple changing, complex and/or competing priorities to complete tasks in appropriate time frames.
• Ability to quickly learn applications and various databases.
• Experience with Microsoft Word, Excel, Power Point, Adobe Acrobat, and other applications.

Working Conditions

The incumbent must be able to work Monday-Friday from 8:00 a.m. to 5:00 p.m. This position provides telework opportunities based upon the agency’s telework policy and business needs. This position will require occasional travel and may require the incumbent to adjust work hours to accommodate travel.
