Salary Information - CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience. Employees appointed to the Attorney or Water Resource Control Engineer classification will receive Recruitment Higher Above Minimum (HAM) rate in accordance with the approved Civil Service Pay Scales.

In addition, note: Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee’s monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period in accordance with the applicable bargaining contract. The salary range(s) included on this job posting do not reflect the reduction in pay.

The State Water Resources Control Board’s Division of Information Technology is seeking an Information Technology Manager II (ITM II) to join the Water Boards Special Projects Office.

Duties:

Under the general direction of the C.E.A. B and consistent with good customer service practices and the goals of the State and Regional Board’s Strategic Plan, the incumbent is expected to be courteous and provide timely responses to internal/external customers, follow through on commitments, and to solicit and consider internal/external customer input when completing work assignments.

The Special Projects Branch Manager (ITM II) has management responsibility for the development and implementation of new, mission-critical IT projects. The branch provides core IT project management and technical support services for new IT solutions, including business analysis, and application development. The branch implements new IT solutions that span all phases of the development lifecycle, including planning, analysis, design, test, implementation, and ongoing support. The ITM II is responsible for managing the IT staff, technical services, and project initiatives to implement the IT vision and strategic direction set by the Deputy Director in support of the State and Regional Boards’ Strategic Plan. The technology initiatives have departmental and statewide impacts and influence on current and future services offered by the Water Board.

A Statement of Qualifications (SOQ) must be submitted along with the State Application and serves as documentation of candidate’s ability to present information clearly and concisely in writing. It should be typed, no more than four (4) pages in length, using Arial, size 11 font , and normal margins.

Indicate your total years of experience and role when answering the following statements/questions:

  1. Describe your style of leadership and your approach to mentoring and coaching subordinate managers/supervisors and staff.
  2. Describe your experience as the project manager for a major organizational transformational technology initiative you led that was successfully implemented and the value or business problem it delivered.
  3. Describe your experience in architecting and managing scalable Enterprise applications in your previous roles. Provide examples of specific platforms and tools you've used.
  4. Describe your experience leading Enterprise modernization projects. What were the key challenges you faced, and how did you ensure minimal disruption during the migration? How did you measure success?
  5. Describe your experience in setting organizational strategy and direction, with specific examples of an initiative you have developed, led, and implemented that furthered the mission of your team and organization. Describe how you evaluated the success of this initiative.
