Position Overview

Qualified Professional (QP) or CADC (Certified Alcohol and Drug Counselor) – Substance Abuse Comprehensive Outpatient Treatment (SACOT)/ Substance Abuse Intensive Outpatient Program (SAIOP)

The Qualified Professional (QP) or CADC (Certified Alcohol and Drug Counselor) provides clinical services within the Substance Abuse Comprehensive Outpatient Treatment (SACOT/SAIOP) program, a structured, time-limited, multi-faceted treatment model for adults requiring intensive outpatient support. Services are delivered under the supervision of a LCAS or CCS and in accordance with 10A NCAC 27G .0104 and .4400.

This role includes individual and group counseling, case management, treatment planning, crisis response, and Medicaid-compliant documentation.

Essential Duties & Responsibilities

· Develop and implement Person-Centered Plans (PCPs) for assigned caseload.

· Provide individual, group, and family counseling services.

· Facilitate daily group counseling sessions in accordance with SACOT/SAIOP requirements.

· Document service notes that reflect SACOT/SAIOP clinical services aligned with treatment goals.

· Ensure compliance with Medicaid, SACOT/SAIOP, and organizational policies and procedures.

· Provide case management, service coordination, and community linkage.

· Conduct ongoing assessments and reassessments.

· Coordinate biochemical screenings (e.g., urine drug screens) as required.

· Provide crisis intervention and emotional support as needed.

· Maintain 24/7/365 crisis response capacity, including face-to-face response within 2 hours when required.

· Participate in weekly staffing meetings and clinical supervision.

· Maintain detailed, accurate, and timely clinical documentation.

· Demonstrate respect for diversity and uphold client rights.

· Perform other duties as assigned.

"Qualified Professional" within the MH/DD/SA system of care:

(a) An individual who holds a license, provisional license, certificate, registration, or permit issued by the governing board regulating a human service profession, except a registered nurse licensed in North Carolina with four years of full-time MH/DD/SA experience; or

(b) A graduate of a college or university with a master’s degree in a human service field and one year of full-time, post-graduate MH/DD/SA experience; or

(c) A graduate of a college or university with a bachelor’s degree in a human service field and two years of full-time, post-bachelor’s MH/DD/SA experience; or

(d) A graduate of a college or university with a bachelor’s degree in a non-human service field and four years of full-time, post-bachelor’s MH/DD/SA experience.

Education, Certifications & Requirements

· Must meet NC Medicaid Qualified Professional (QP) criteria or Certified Alcohol and Drug Counselor (CADC) criteria

· Credentialed by the NC Addiction Specialist Professional Practice Board or registered at minimum

LANGUAGE SKILLS:

Ability to read and write English. Ability to generate clear, compliant clinical documentation in accordance with Medicaid, SACOT, and auditing standards.
